Rotary Speed Limiter in motion analysis

I would like to include a rotary speed limiter in my motion analysis but could not really figure how to…

My current thought is to model the rotary damper as linear damper with some curve fitting to define the torque-speed profile (the linear profile -Cxn), but i am wondering is there a better way?

Appreciate if any motion analysis wizard can provide some advice
